Stoney and June Partin Memorial Scholarship Endowment

Purpose

To promote continuing education in the medical field, at VMI, graduate school, and/or skills training at any trade school by awarding scholarships to a deserving student or graduate in the John Randolph Foundation service area. Applicants must demonstrate academic achievement, an active record of community service and strong work experience.

Background

The Stoney and June Partin Memorial Scholarship Endowment was established in their memory by their grandchildren: Johnny and Allison Partin along with family and friends.

Bolling S. Partin Sr. “Stoney” was born on September 12, 1925 in Hopewell. He grew up on N. 21st Ave and graduated from Hopewell High School in 1943. Upon graduation, he attended one semester of college at East Carolina University until his father called him and told him he had to come home and help him run Partin Oil Company. With only one semester completed, Stoney came back home to help run Partin Oil and would eventually buy the company and make it his own. During the mid to late forties, Stoney married June Collins and would enjoy a marriage of over 60 years with three sons, five grandsons, and one granddaughter. With a limited education, Stoney was a very sharp businessman. He grew Partin Oil Company and established Partin Rentals L.P. Not only was he a community businessman, but he also served in the National Guard for over 25 years achieving the rank of Lieutenant Colonel. After many years in the Virginia National Guard, he joined the Army Reserves and the State Militia, retiring as a Brigadier General. Stoney was very active in his community he was a member of the Chester Masonic Lodge No. 94; he regularly attended First United Methodist Church in Hopewell, and he enjoyed doing random acts of kindness for others in the community.

Elsie June Collins Partin was born on April 16, 1926. She grew up on N. 8th Ave in “B Village”. She graduated from Hopewell Public Schools in 1943 and promptly enrolled in Petersburg General Hospital. She graduated from the nursing program in 1946 as the valedictorian of her nursing class. She worked for Petersburg General Hospital and the Hopewell Health Department for several years. She was hired by Allied Chemical in 1953 and was the plant nurse for 33 years, retiring in 1986. After retirement she assisted her husband, Stoney, in running Partin Oil Company and Partin Rentals L.P. and traveling with their Virginia National Guard friends throughout the country and Europe. She has three sons, Bolling S. Partin Jr., Richard N. Partin, and John B. Partin. She has six grandchildren: Bolling, Nathan, Stephen, Seth, Johnny, and Allison Partin.

Both Stoney and June grew up during the Great Depression, and they both understood to importance of a strong work ethic, a good quality education, and being a productive member of society. Through this scholarship, the legacy of Stoney and June Partin and their firm belief in getting a good quality education and/or trade, will be shared for generations to come by assisting students and young adults with their educational and/or trade skill endeavors. This scholarship will allow the legacy of Stoney and June Partin to live in perpetuity.

Policy

This scholarship will be available to seniors or graduates of either Hopewell High School, Prince George High School, Thomas Dale High School or Maggie Walker & Appomattox Regional Governor School (whose home school would have been one of the above mentioned high schools). Students may continue to reapply for this scholarship as they continue through their educational experience. However, receipt of this scholarship does not guarantee future awards. Priority may be given to a student with plans to pursue a degree related to the medical field, at VMI, graduate school, or to attend a trade school.

Scholarship Applicants Must

  1. Candidates for the Stoney and June Partin Memorial Scholarship Endowment must be a senior or graduate of either Hopewell High School, Prince George High School, Thomas Dale High School or Maggie Walker & Appomattox Regional Governor School (whose home school would have been one of the above mentioned high schools). and, who best exemplifies academic achievement, a great record of community service, and strong work experience. Candidates will also be expected to meet the following minimum criteria:
  2. Be Attending or Expressing an interest in pursuing a degree at VMI, or learning a trade/skill set;
  3. Demonstrate academic success, a great record of community service, and strong work experience.
  4. Submit a completed John Randolph Foundation Scholarship Application online;
  5. Must have a G.P.A of 2.0 or higher on a 4.0 scale (exceptions allowed for extraordinary circumstances or extenuating reasons).

Procedure

The scholarship amount is $1,000 and will be paid directly to the school for current year tuition, fees, books purchased through the institution attended, and on-campus dormitory and meal plan expenses. The scholarship committee will review and evaluate all applications and announce awards each spring. The committee will also review and revise the scholarship policy and criteria as necessary.

Required Documents

All required documents must be uploaded with the application. Any mailed or hand-delivered documents will not be accepted.

Failure to submit the online application with all documents attached to the application by the deadline will disqualify an applicant from consideration for the Stoney and June Partin Memorial Scholarship Endowment. The John Randolph Foundation Scholarship Committee reserves the right to interview applicants in the final stages of selection.

The decision of the scholarship committee in all matters regarding scholarships is final. Canvassing a scholarship benefactor, any John Randolph Foundation trustee or employee shall result in immediate disqualification. Scholarship awards are subject to the availability of funds, meeting the criteria as outlined in the guidelines of the individual scholarship program and contingent upon acceptance and enrollment in an approved program.
